Drawn pre X-men's New Genesis this proves nothing creative ever goes to waste.

The Outsiders was a Legion spinoff that never made it. The group was to consist of: Nightcrawler, Reflecto, Typhoon, Quetzal, Power Boy,Trio

We know about Nightcrawler of the X-Men. Power Boy looks like a guy with "atomic fists" or something. Trio is in all likelihood a Carggite, like Triplicate Girl from the LSH. Quetzal would be the winged woman, whose name evokes the flying god Quetzalcoatl. That leaves Typhoon as the generic-looking guy with the early 70's Cockrum-ish costume."

The Devastators was another group that Cockrum proposed for the Legion, this a team of villains. The group was to consist of (clockwise from top): Belladonna, Sidewinder, Manta, Tyr, Wolverine

Tyr became a Legion solo villain. Wolverine looks like he became the Imperial Guardsman Fang aka Legion's TImber Wolf. Belladonna is in the center with the whip.
