From an article about the lack of Kryptonians of color at Newsarama.
It looks as if "Vathlo Island - Home of Highly Developed Black Race" is similar to Marvel's Wakanda "Home of Highly a Developed Black Race" lead by the Black Panther. Not to be confused with the Legion of Super-Heroes "Marzal". Tyroc is the leader of "islanders that developed an advanced, highly technological civilization."
